Rocky River police arrested a Michigan-based contractor on pollution charges that accused him of illegally dumping waste from a swimming pool over a cliff into the river.
Oscar Serratos-Lozano, who according to police works for Sam Pool Finishes, was arrested Thursday after a paddle boarder spotted blue material running down the cliffs where the river meets Lake Erie.
Serratos-Lozano, of suburban Detroit, was released after he posted bond. Investigations by the Ohio Environmental Protection Agency and the U.S. Coast Guard remain ongoing and could result in additional charges.
